Optimod'Lyon: partnership agreement signed in April 2012

In the context of a call for projects on urban mobility launched by ADEME in January 2011, Greater Lyon has brought together twelve partners to carry out the Optimod'Lyon project on "optimizing sustainable mobility in the city".

The Optimod'Lyon project is the winner of the AMI Daily Mobility and Final Transporting of Merchandise part of the Vehicle of the Future program of Investissements d'Avenir (Investing for the Future).

Signing the partnership agreement, on Thursday 5th April 2012, provided an occasion to present Optimod'Lyon.

The 12 Optimod'Lyon project partners of Greater Lyon

  • 8 partner companies:

    • Parkeon,
    • CityWay, 
    • Autoroutes Trafic,
    • Geoloc Systems, 
    • Phoenix ISI; 
  • The City of Lyon  ;
  • 3 associated research organisms:
    • LIRIS Laboratory (INSA Lyon),
    • CETE, the Center for Technical Studies and Equipment of the East,
    • LET, the Laboratory of Transportation Economy.

The CNRS is also a partner of the Optimod'Lyon project, which is carried out in cooperation with SYTRAL and with the support of the Lyon Urban Truck & Bus, Cap Digital and Imaginove competitiveness clusters.

Optimod'Lyon: improving the mobility of people and goods

The idea behind Optimod'Lyon is to experiment with and validate new services to improve the mobility of residents, travellers and freight in the urban environment by optimizing the use of transport infrastructures.

A strategy including three key elements

To reach the goal of improving travel for people and the traffic of goods, the strategy supported by Greater Lyon and its partners includes three key elements:

  • an integrated approach to personal transportation and urban freight,
    • with, in particular optimized management of public areas;
  • the development of services based on ITS and supported by:
    • large transportation infrastructures in the Lyon urban area and
    • a considerable amount of reliable data available in real-time, which is rather unique in France;
  • the development of an innovation policy in partnership with the private sector,

Accelerate public and private cooperation and create an innovation platform

For the 13 Optimod'Lyon partners, this project provides a unique opportunity to:

  • build an integrated innovation platform on urban mobility and
  • accelerate public and private cooperation on the development of ITS in the urban environment.

This public-private cooperation is a strong point of the Optimod'Lyon program and puts Greater Lyon in the position of being the initiator of an approach that is also supported by the private sector and research organisms with the necessary resources and technological expertise. Their association will enable the development of a multimodal information platform that will be the cornerstone of experiments on innovative ITS services.

Optimod'Lyon continues the policies carried out by the Lyon urban area concerning ITS and the deployment of new mobility services, such as:

  • Vélo'V,
  • solutions for optimizing urban freight (FIDEUS, Freilot, CityLog),
  • the Mobiville project,
  • tickets integrating TER/public transportation/Vélo'V,
  • the very recent launch of the "one way" car-sharing system.

Optimod'Lyon is a project that is partially financed by ADEME. It is a leading program on the national and European levels for the testing and deployment of ITS.

The project has received labels from the Lyon Urban Trucks & Bus, Cap Digital and Imaginove competitiveness clusters.

The goals of Optimod'Lyon

  • For the environment and with respect to energy:
    • the project plans an ambitious transfer of 8% of the modal part, or a yearly savings of 200 000 tons of CO2 by 2020 for the Lyon urban area;
  • Socio-economically:
    • the expected modal transfer will help improve air quality,
    • private and professional users will spend less time on transportation through information technology and the optimization of network use;
  • With respect to economic development:
    • using synergy developed within the project, partner companies can provide high-level commercial offers on an international scale, which can be extended to other European cities.

With a budget of 6.93 million euros over three years, this project will generate 83 million euros of sales by 2020, for an expected assistance of 3.33 euros, creating considerable leverage.

Three major axes of innovation for organizing the transportation of people and goods

With the Optimod'Lyon project, the thirteen partners will develop a multimodal information platform that integrates within the same database all data on mobility for the territory (network topology, theoretical time, actual time, time forecast in one hour, air quality, etc.). This will be the cornerstone of experiments on innovative ITS services for travelers and freight professionals.

Using this database, which will be completed in 2012 with data from new fixed and mobile sensors, Optimod'Lyon will carry out breakthrough innovations in 2013 and 2014 over the Greater Lyon territory, in particular as concerns:

  1. testing of traffic forecasting at one hour, which will be a European first and will enable optimizing the management system for the 1500 intersection stoplights in the urban area that ensure priority passage for public transportation and road traffic fluidity;
  2. development of a multimodal real-time navigator that will be a European first and probably a world first;
  3. testing of a tool for optimizing freight deliveries and a tool for guiding urban freight on mobile phones for urban freight operators.

Optimod'Lyon project planning schedule

Three years to invent a new mobility!

  • 2012: implementation of the mobility database,
  • 2013: implementation of collection systems with new fixed and mobile sensors, new sensors and management systems for delivery and parking areas, an urban navigator,
  • 2014: traffic forecasting at one hour and the urban freight navigator, as well as the tool for optimizing deliveries.

The Greater Lyon travel policy

In the Urban Travel Plan, Mandate Plan and Climate Plan, Greater Lyon has implemented a proactive policy to answer the key issues of sustainable mobility.

Its policy is structured around two axes:

  • investment in transportation infrastructures (action on the offer),
    • an on-going and very important effort has been made for the last twenty years on public transportation infrastructures to make Lyon the second leading French public transportation network.
  • the implementation of new mobility services that encourage changing travel habits and optimizing networks (action on the demand).
    • In addition to massive investments in transportation infrastructures, the Lyon urban area has more recently implemented a specific policy of new mobility services and the optimization of networks based on ITS.
