The objective of Greater Lyon’s Mission in Porto-Novo led by Mr Max Vincent, Vice-President responsible for decentralised cooperation, was to define the contours of the cooperation with a new three-year programme and also to take part in the launch of two schemes:

The development of a lagoon port in Porto-Novo

With the help of its technical and financial partners, the Porto-Novo authorities decided to launch a reflection about the future of this city, taking account of its cultural assets and its strategic geographical situation close to Nigeria.

On 11 September 2014, with the Urban Development Agency of the Conurbation of Lyon, Greater Lyon, which has for some fifteen years been involved in a decentralised cooperation partnership with the capital of Benin, attended a round table to present a lagoon port development project and to mobilise technical and financial partners.

The Fonds Français pour l’Environnement Mondial (FFEM – French World Environment Fund) decided to support this scheme to the tune of € 1.2 million to launch the first studies and to carry out the development operations. 

A scheme to redevelop traditional public space

In partnership with the Ouadada cultural centre in Porto-Novo and the Cergy Pontoise urban community, Greater Lyon is also attending the “urban emergence” of the rehabilitation of traditional public places in the capital. The development of a “pilot” space is scheduled to start in 2015. This scheme, at the intersection of public art and urban design, will involve local authorities, the elected officials from the city districts, users, artists, designers, artisans and architects.
