Urban Renewal Zones (ZRU) in Greater Lyon
Urban Renewal Zones (ZRU) are certain districts within Sensitive Urban Zones (ZUS).
The criteria for classifying a district as a ZRU include:
- the number of residents in the district,
- the unemployment rate,
- the proportion of young people under the age of 25,
- the proportion of people without qualifications,
- the community’s fiscal potential.

Greater Lyon has a total of 12 Urban Renewal Zones (of which 4 are Urban Free Zones).

- Lyon 8e. Mermoz.

- Oullins. La Saulaie.
- Rillieux-la-Pape. Ville nouvelle. [ZFU]

- Vaulx-en-Velin. Cité Tase, Cité de la Balme.
- Vaulx-en-Velin. Ex Z.U.P., Grappinière, Petit Pont. [ZFU]
- Vénissieux. Les Minguettes. [ZFU]
- Villeurbanne. Saint Jean.
The ZRU system
Subject to certain conditions, companies operating in ZRU’s can benefit from social security and tax exemptions. These exemptions are designed to encourage companies to increase their economic activity and take on new employees.
Companies can apply for these exemptions if they are located in ZRU districts which are not classified as Urban Free Zones (ZFU). If a company is located in a ZRU district classified as a ZFU, it can access other, more advantageous exemptions.
