Sensitive Urban Zones (ZUS) in Greater Lyon: Urban Free Zones (ZFU) and Urban Renewal Zones (ZRU)
ZUS (Sensitive Urban Zones) - ZRU (Urban Renewal Zones) and ZFU (Urban Free Zones) refer to priority districts in which the residents suffer from higher-than-average levels of unemployment and exclusion.
Small businesses operating in Sensitive Urban Zones receive financial and social security assistance.
Benefits of the ZFU & ZRU systems
The Urban Free Zones (ZFU) and Urban Renewal Zones (ZRU) systems enable small businesses operating in certain districts to receive tax and social security contribution exemptions
- in return for employing residents in areas classed as Sensitive Urban Zones (ZUS).
The ZFU and ZRU systems make it easier for companies to relocate or set up business in these areas, as part of an overall objective of urban integration.

The role of the urban community
As part of its economic responsibilities, Greater Lyon is working to create a dynamic of local development which:
- forms part of its economic governance role
- strengthens local economic management
- supports balanced economic development across the urban area
This approach involves providing leadership and support to encourage local economic development as part of a city contract, following the example of existing urban and social projects in these districts:
A two-part objective
- To revitalise and restore the economic prosperity of these districts
- To provide residents of these districts with access to employment
An ambition
- To promote genuine development that provides a dynamic economy and creates jobs for the benefit of the urban area
The zones involved
Under urban policy, Sensitive Urban Zones (ZUS), Urban Renewal Zones (ZRU) and Urban Free Zones (ZFU) are three types of inter-related districts.
The differences between these zones relate to their levels of urban, economic and social difficulty.
Greater Lyon actively supports the appointment of economic leaders in these areas to coordinate economic development projects.

The total of 27 ZUS's includes 12 Urban Renewal Zones (ZRU), which have existed for a number of years
4 Urban Free Zones (ZFU) in Greater Lyon
Within these 12 ZRU's, 4 Urban Free Zones (ZFU) have been created. They are spread across 4 Mayors’ Conferences.
