Greater Lyon's digital policy

Digital technology is acknowledged as a key factor for increasing the competitiveness of a region, a major vector of innovation for both companies and citizens, and an essential element for growth in all sectors of the economy, while also constituting a distinct sector of its own that is currently enjoying strong growth.

The answers to the key issues facing the city of tomorrow – attractiveness and competitiveness, stimulating innovation, quality of life and social cohesion, cultural dynamism and international influence – lie to a large extent in the new opportunities presented by digital technologies.

An overall strategy structured around 3 key areas

Today, our urban area must therefore review its approach to digital technologies: we need to move from a host of dispersed actions to an overall strategy structured around 3 key areas:

  • Staying on course for economic development:
    • make the digital sector a lever for growth and a vector of innovation for the economic development of the whole urban area;
  • Developing a unified metropolis on a human scale:
    • use digital technologies to drive and support changes in society by encouraging the emergence and universal adoption of new urban services and new uses;
  • Making the environment a motor for development:

Digital policy objectives

These key areas correspond to a certain number of objectives for our digital policy:

  • Turn Greater Lyon into a territory of innovation through creativity and digital technology ;
  • Support the development of infrastructures,
    • the basis for all digital projects across the urban area;
  • Reinforce coordination between all players involved to ensure a common goal and high visibility,
    • in order to develop a digital identity that enhances the attractiveness of the Lyon urban area;
  • Encourage the emergence of new uses,
    • enabling Greater residents to enjoy a higher quality of city life together;
  • Offer innovative, optimised urban services
    • so that resources and flows within the urban area can be managed more effectively;
  • Encourage the development of innovative projects with a digital aspect
    • by promoting experimentation and supporting current initiatives;
  • Incorporate digital technologies and associated innovations in all major urban projects and public policies within the Lyon urban area.
